Hali O'Malley, PharmD, CHC, CHPC, is Chief Operating Officer of Preceptum. A pharmacist and healthcare operations executive, she has held Pharmacist-in-Charge responsibility across twenty states and now oversees all investigational drug studies at a Veterans Affairs medical center. She chairs the Utah Board of Pharmacy compounding advisory committee.

Hali O'Malley, PharmD, CHC, CHPC, is Chief Operating Officer of Preceptum. She spent a decade at MedQuest Pharmacy, rising to Vice President of Pharmacy & Compliance, where she served as Pharmacist-in-Charge across twenty states, held regulatory accountability in all fifty, built the compliance department from creation, and led the pharmacy through multiple state board inspections and an ACHC accreditation renewal. Since 2024 she has managed all thirty-six investigational drug studies at the George E. Wahlen VA Medical Center. She chairs the Utah Board of Pharmacy Advisory Pharmacy Education Compounding Committee and earned her PharmD from the University of Utah.

Hali O'Malley, PharmD, CHC, CHPC, is Chief Operating Officer of Preceptum, where she leads operating systems, regulatory readiness, and quality governance.

She earned her Doctor of Pharmacy from the University of Utah College of Pharmacy in 2014 and spent the following decade at MedQuest Pharmacy, a multistate compounding pharmacy. She began as Lead Supervising Pharmacist for the organization's highest-volume prescriber accounts, was asked in 2018 to build a compliance department from creation, and became Vice President of Pharmacy & Compliance in 2019. In that role she served as Pharmacist-in-Charge across twenty states, held regulatory accountability across all fifty, created the quality assurance and performance improvement program, maintained fifty facility licensure renewals, oversaw controlled substance database reporting nationally, partnered on the design of a USP <800>-compliant compounding laboratory, and led the pharmacy through multiple Utah Board of Pharmacy inspections and a renewal of its Accreditation Commission for Health Care accreditation.

Since 2024 she has served as clinical research pharmacist with the Western Institute for Veterans Research at the George E. Wahlen VA Medical Center, managing all thirty-six investigational drug studies at the site.

She chairs the Utah Board of Pharmacy Advisory Pharmacy Education Compounding Committee and holds twenty active pharmacist licenses.

Today she manages every investigational drug study at the Salt Lake City VA Medical Center — thirty-six of them — and she chairs the Utah Board of Pharmacy's advisory committee on compounding education.
